Labor Negotiation Updates


Under California law related to collective bargaining, involved parties are authorized to provide information to the public on the facts and status of public employee contract negotiations. While certain aspects of negotiations are confidential the COS Board of Trustees and district administration are committed to open, honest communication and keeping the public appropriately informed. This section of our web site is intended to have the latest status reports on labor union negotiations between the College of the Sequoias and all our respective employee groups including College of the Sequoias Teachers Association (COSTA), California School Employees Associations (CSEA), College of the Sequoias Adjunct Faculty Association (COSAFA). College of the Sequoias management employees are not unionized and serve in what is defined as an “at will” status for their employment.

  1. Collective Bargaining Due Process: College of the Sequoias Teachers Association is challenging the right of the elected Board of Trustees to implement a cap on the amount the college district will pay toward annual employee health insurance premiums. Claim is the Board of Trustees did not properly disclose the details of its intent to negotiate such a settlement during the period of good faith negotiations over the past two years.   2. Faculty Payroll Deduction: College of the Sequoias Teachers Association is challenging the college district’s action to deduct faculty contributions to annual premium costs through payroll deduction.

  3. Business, Industry & Community Services (BICS) Courses: College of the Sequoias Teachers Association is challenging that the courses offered by the Business, Industry & Community Services division are for credit and are not permissible. COSTA claims that the scheduling process was not followed. CSMC-13-0160

  4. Scheduling Late Add Courses: College of the Sequoias Teachers Association is challenging the District's scheduling of late add courses claiming that the District did not follow the scheduling process. Specifically, the District did not solicit input from division chairs and all faculty. CSMC-13-0181
